On November 1, 2023, the Whitehouse issued an executive order on artificial intelligence (AI). This new initiative serves as the starting point for comprehensive regulations on generative AI, AI model testing and safety, innovation, and provisions for privacy, equity, and jobs. This executive order (EO) follows up on the January 2023 AI Risk Management Framework, the May 2023 AI National Research & Development (R&D) Strategic Plan, and the Whitehouse’s Blueprint for an AI Bill of Rights focused on the five principals: (1) Safe and Effective Systems, (2) Algorithmic Discrimination Protections, (3) Data Privacy, (4) Notice and Explanation, (5) Human Alternatives, Consideration, and Fallback. We see these guidelines as enabler of our support for our 25+ Federal customers across our Federal Civilian, National Security, and Health programs.
How ITC meets and exceeds ethical standards for AI
IT Concepts (ITC) has always been aware of ethical and security risks in new, fast-growing technologies such as AI. We look forward to continuing to work with our customers to define and establish their AI policies to ensure a safe, secure, and trustworthy foundation for developing AI solutions. AI offers a great deal of promise, but that promise can and should be achieved hand-in-hand with a strong ethical foundation. We hold ourselves to the standards outlined in the EO when providing innovative solutions in citizen services, human capital, cyber, anti-fraud, and anti-discrimination for our Federal customers. For example, ITC heavily leveraged Human-in-the-Loop design when developing sensitive systems for our customers to ensure that real people are the ones empowered when making critical decisions. Human-in-the-Loop design is GIVE A DEFINITION OR EXAMPLE. Joel Klein, a technical director at ITC, stated “Ethical AI has always been at the center of how we approach AI related solutioning at ITC. That’s why we’ve leveraged Human-in-the-Loop design when developing AI for sensitive systems, so we can ensure that people are always empowered when making critical decisions“.
We are committed to providing safe, transparent, and reliable AI solutions for our customers and for ourselves. Innovation is one of ITC’s core principles and through design thinking we co-create innovation together. Ariel Silbert Mandell, a senior data solutions manager at ITC, noted, “This applies to our AI platforms as we use design thinking to define, ideate, prototype, and test our AI models and strategies. We take into consideration bias, equity, and privacy concerns while providing provable, transparent, and testable outputs. We see ethical standards not as a hinderance but as a boon – they are just another facet of customer need, and we always strive to identify and meet those business needs.”
How ITC can help your organization implement ethical AI
Ethical AI covers many topics – protecting data, creating products which improve ethics and efficacy, building accurate models free of bias, and much, much more! For our customers and corporate services, ITC:
- Researched and developed closed loop generative models without putting corporate data at risk
- Built a question and answer (Q&A) chatbot to improve policy compliance and development identification
- Enhanced missing citizen data with AI to better identify benefits that apply to the citizen
- Identified indicators for fraudulent benefits claims with AI models
- Analyzed call center transcripts to improve the citizen experience by using the data to better train call center personnel and proactively identify trends to increase efficiency
- Began development on an algorithm that would identify hate speech and other inappropriate language

Founded in 2003, IT Concepts’ core values – customer-centricity, teamwork, driven to deliver, innovation, and integrity – ensure we work together to be the best, realize objectives, and make a positive impact in our communities. We intentionally created and sustain our ITC culture that embraces change, experimentation, continuous learning, and improvement. We bring our design thinking problem solving approach that challenges assumptions, prioritizes curiosity, and invites complexity to deliver innovative, efficient, and effective solutions. We believe in generating success collaboratively, enabling long-term mission success, and building trust for the next challenge. With you as our partner, let’s solve challenges, think innovatively, and maximize impact.
